Non offset swivel on a M14, M17 base?

I have a few W market stock swivels for the M1917 that came with some 03 parts. 2 have the normal offset swivels but 2 have non offset swivels. Did they ever use non offset swivels on the P14 or 17? The bases are all the same, all are W marked.
