Help identifying "Unique" Court 9 information

Looking for help identifying some information about a pistol that came into the shop.
Frenchicon Unique Court 9 Coups Police marked.
Trying to find information about what Police might have used it and if anyone knows the crest?
    Assuming the nickel is aftermarket.
What is the Value on this?
    Thanks

I think the Court marking is to indicate that the pistol is for the .32 ACP and not the Frenchicon 7.65 Long that was the standard French Pistol round till after WW2.

Any ideas on how much it would be worth?
