I don't think that is a trip wire for a number of reasons. First off, it sticks out like dog's b******s. It isn't cammed or hidden. Secondly, it isn't taught. Could that be a scratch on the original photo or the negative?
While I'm at it, I have to wonder if that might be a photo taken during pre-deployment training on a training range. Everybody looks too clean, neat and relaxed.
I'm thinking it is from a training exercise. The cord is a lane boundary, does the background watcher (OC?) seem to have a camera (there's nothing in his right hand) and he's certainly not part of the exercise judging by his body language. I hated it when OCs would wander about 'you don't see me' but the OPFOR sure noted when an OC was in the AO.
