HBT Utility Jacket Markings
For 4th UNIS, 1st number is Regiment, 2nd number is Battalion, and 3rd number is Company. Whether that is true for the other divisions isn't known yet...

Looks like General Holland "Howling Mad" Smith with the binos and eye glasses.

Here he is on Tarawa don't think it is the same guy in OP - note the helmet cover difference

Agreed, he wouldn't be attending a live fight. Not his job description. He's inspecting, not residing.
