Yes, all of that. Yes and M14. Definitely not RVN. There are other pics here that make me certain it's the beginning with the M14 in Germanywith the 2nd battle group, 6th inf HQ in Berlin. The ascot matches too.

Ahhh Berlin Crisis in 61 Makes perfect sense
My understanding is the Berlin Brigade was the unit unit in Europe to be equipped with the M14rifle.
I have the feeling the guy on the right is slipping, letting go of the rifle and about to lose the helmet.
When we wore helmets during training at the Officer's School, the instructors kicked and punished us immediately if we hadn't tightened the chin strap...
That educational method was of course transferred to the units later. And worked pretty fine.
