Black M1 metal

What country painted/finished their M1's metal black? Is it paint, or a finish?

I understand the Greeks re-finished in black. I have a black Greek M1D, seems to be a metal finish. I also have a HRA service grade, that had a 5" wide black paint stripe across the op rod and receiver. It came right off with paint remover. So I guess they did both.
