Circled P without serifs and small ordnance wheel?

Circled P stamp
The original Winchester circled P stamp has the serifs. The second P proof stamp can be either a non serif P or a serif P stamp depending on the time/place of rebuild. The small crossed cannon stamp started with the later SA EMcF stocks, SA GAW, SA NFR and original SA SHM stocks - it is located on the top of the pistol grip and is not a rebuild stamp.
Photos show an early Winchester stock with the original P proof with serif and a second firing proof with the non serif P. Second photo shows a Winchester stock with both original and second proofs with serifs. Your RIA EB is a post WW2 rebuild stamp

The tiny Ordnance crossed cannons mark on the bottom flat of the stock grip is the Springfield Armory Stock Shop acceptance mark. As RCS stated, it was first used during WW2 on EMcF stocks and continued throughout the end of the War.

Thanks for the replies, but I'm confused. What would small cross cannons be doing on a Winchester stock? And does anyone else see a second serif P?

Simple, it is not a Winchester stock. It is a WWII SA stock that has had the cartouches and proof P sanded off and rebuild stamps applied in thier place. The bottom of the grip did not require much sanding so the small crossed cannons are still there.

The 2nd P is very faint. It is orientated with the top of the P parrell to the triggerguard cut. It is the same size as the clear one , located between the clear one and the triggerguard cut , and the top of the circle is about 1/3 rd the distance from the triggerguard cut as the bottom of the circle is from the circle of the clear P. HTH.
