    The title of the person in charge was Director of Civilian Marksmanship. His agency was called Office of the Director of Civilian Marksmanship.

    RTS, The value of these rifles has been greatly diminished by their being sporterized UNLESS it is the work of a master gunsmith or a known gunsmithing operation like Griffin & Howe. The holes in the receiver for the Lyman 48 sight may be from Springfield Armory. The scope block mounting holes are probably aftermarket work. There are those that claim their non-standard or sporterized 1903 is a "special order", "presentation", "prototype", etc. rifle. While a very few will be such, the chances are very slim that these descriptions will apply to any given rifle.
