    BATFE restrictions on transfer of incomplete CC&R firearms.

    Can someone point out the restrictions in the BATFE regulations that state that an incomplete CC&R firearm or part [receiver, barreled receiver] cannot be mailed to a Type 3 FFL holder, but only to a type 1 FFL holder?
