The CzechModel 30 carbine was followed by carbines made in Persia - the Model 49. This had the Kar98k
-style slot in the butt for the sling - as your example does. It also had both barrel bands held by one spring - but I cannot tell from your photos if that is the case here. A pity you did not provide a full-length photo of the right side, as that would have clinched it. Nevertheless, considering the overall length you quoted, I am now fairly sure that this is basically a mix of a Czech Model 30 carbine system in a Persian Model 49 carbine stock - according to Ball, the Model 49 had a barrel about 0.2" longer than the Model 30.
That could have been done by anyone, but at least the repair to the handguard is a proper arsenal/armory job.
