Old specs are still in circulation here Jim, despite the disapproval of big brother, they are still being sold by the major companies, as the Police have better things to do and (at best) its only a trading standard law that's being broken, so a buyer would have to pay top dollar for an old spec piece and then officially complain to trading standards that its not welded solid and they have been ripped off!

Its highly unlikely!
