I'm curious- are there a lot of jurisdictions out there that DO NOT require periodic mechanical/ safety inspections?

Where I cam from, the government liked to stay out of your business until you did something wrong. As such, you weren't required to keep your vehicle in any particular shape to drive. You did, however, need to keep your vehicle in working order if you were involved in an accident. If you were involved in an accident and your car wasn't in working order, you'd be cited. True.
