Just received this 'gift' today. It is marked U.S. Springfield Armory on the receiver, along with the above description. I presume it's a training rifle for the 03A3 platform, but don't know for sure. Knowing the person who gave it to me, I suspect it was acquired years ago from the DCM as surplus.

It is missing the upper band and sling swivel.

Can anyone shed some light on it's origin and/or where I might look for a replacement swivel band and/or whether it might be a collectable?
