Calif-Steve technically IS correct. They may be trash, but they are the government's property until turned over to the trash hauler, & then the trash belongs to the hauler. There is case law on this specific type of theft. The original case involved an employee who took pieces of Plexiglas scrap out of a trash can, & was charged & convicted.
I really don't care, but....they DO have serial numbers, they have been accounted for, & there IS a directive that they be turned over to the CMP.
