It means that the end user/buyer cannot resell the rifle without getting permission from the U.S. Government. I'm the applicant/exporter. I didn't sell this rifle. I was only hired to export it.

Thanks Brian - please bear with me on this one - If my interpretation is correct its mind-boggling.
You are the export agent for someone, this 'someone' is the seller.
You / the seller are exporting this rifle (out of the USA
) to (lets say for sake of argument) me in England
.
If, in the future, I want to sell this rifle to John in the next town, I must apply to the US Government for permission to sell ?
Please tell me I've got it wrong.
Mine are not the best, but they are not too bad. I can think of lots of Enfields I'd rather have but instead of constantly striving for more, sometimes it's good to be satisfied with what one has...

You've got it right. That's exactly what the proviso on the DSP5 export license is saying. Interesting, eh?

I don't think the problem in the
USA
or anywhere else for that matter is a Liberal vs. Conservative or Democrat vs. Republican one. It's progressives infiltrating all political parties. There are plenty in both U.S. political parties and they're the real problem. I hate to be the bearer of bad news but Teddy Roosevelt was a progressive. Read your history guys. ATB.

Not to stray too far off topic but Glenn also knows the CONSTITUTION. It is absolutely imperative we get back under the cover it provides. This Republic can only survive if our constitution is followed to the letter. The Progressives are doing their level best to nullify and wreck it. We are only a few Supreme Court Justice appointments (obama) away from them getting what they want! One more deadly mix is Hillary and the UN. She will sign our butts into oblivian with them to advance her "progressive" adjenda.
