Again, not much load data out there because surplus ammo is so cheap, bullets are less available except Hornady or Sierra 174s, or couple varieties of hunting bullet. Hodgdon has load data on their web site and Lyman has some decent data in their reloading manual.
I am having good luck with the 174 gr bullets with and a range of 42-44 grains of Varget. Other powder that does well is IMR 4350. The Sierra bullet is a Matchking and the Hornady FMJBT has a cannelure, I don't bother crimping 7.62x54 for my M39 bolt gun. Some folks like IMR 4895 and IMR 3031 may work also. Of course if you can afford the VV powders, some are well suited for this.
Reloading in this caliber is not really too economical, but you may be able to outshoot the factory ammo, and don't have to worry about corrosive primers and having to clean right after shooting.

Thank you very much for the reply. I have a set of dies and brass on the way. Thanks for the Varget data, I like that powder very much, I get exceptional accuracy in my .308 and .223 rifles with it. I thought about trying IMR 4064 and AA2520 also. I ordered some 174gr Sierra MK from Cabela's; ouch!. Corrosive is cheaper, but I don't want to have to clean the rifle every time. My other rifles shoot better w/ a fouled barrel. Yes, it was expensive, but I wanted to see what this Mosin 91/30 could really do. Possibly for milsurp matches at the rifle club. I found some 147gr bullets on GB and will load those also for comparison. Thanks again. 
Oh, you say IMR 4350 works good for you? If I may, what kind of charge do you use with it??
