That's what I remember, but without a written determination, it's a grey area. We need someone to come up with a copy of the determination letter Navy Arms must have gotten from ATF. Failing that, it has to be done again, unless it's published in the book. (I should look there)

When Navy Arms was selling these some years ago they were handled as non-guns and required no license for mail order purchase...for whatever that's worth.
