HELP !! M19/30 shoots high

I looked it up and it is in meters not yards. So if it's set at 100 meters, it would be 110 yards.

Strange, I always thought the M91/30 sight was measured in Arshins....or was it the earlier M1891? Anyway, 1 Arshin = 0.7112 meter.
