Ok, so "New Posts" screen is the issue. I have no idea what's different about how it displays versus any other screen so I'll have to find a way to duplicate the problem on some piece of hardware we don't currently have. Can you drop your resolution as a test to 1280x1024 and tell me if that clears it up on that specific screen?
As far as the UserCP (User Control Panel), they now call it "Settings" in vBulletin v4. Check the attached pic and I've shown two ways I've found (so far) of accessing that area.

No change @ 1280 x 1024 (nVidia 9800GT vid card).
Doug, don't knock yourself out over this. I can hover the mouse to see the 2nd line.

Another quirk.
When adding tags to threads, if I click on the pop-up selection of previously entered tags, the system kicks me off the thread, back to the main menu, w/o entering the tag. If i type out the whole thing it works fine.

That might be your IE6 interacting badly with the more current versiobs of Javascript, but I'll look into it ...

This is the same issue I have on all the Windows machines and Firefox. I've run screen rez and font size up and down and the anomaly just tracks with it.

I thought I was losing my marbles, no one else mentioned the same issue. Yours is exactly the same I have with IE8 so the browser makes no difference.

I've been running tests on this specific anomaly for most of last week. So far, I've tried four different Windows based machines with different versions of Windows and different configurations. At his point, I haven't been able to duplicate the problem, but we're still looking.
Once we can do that, then perhaps we can find out what's common to both your environments or settings that's causing it, so we can perhaps create a fix. May you two guys can contact each other privately and compare notes on what you both have in common from software and hardware points of view?

Apparently, our site developer has heard some "rumblings" in vBulletin's support area about this issue of line clipping in "search, for lack of a better expression...
