where you are going wrong is you have too many links in the one image insertion link. I have removed the first 'h' to try and stop it turning into a link:
ttp://%3ca%20href=http//s917.photobucket.com/albums/ad11/cougar696969/?action=view¤t=micspics01025.jpg target=_blank>[IMG]http://i917.photobucket.com/albums/ad11/cougar696969/th_micspics01025.jpg
What you need is everything after the [IMG] tag pasted into the insert picture function. Again, I have again removed the 'h' tp stop it from working so you can see that the correct link is:
ttp://i917.photobucket.com/albums/ad11/cougar696969/th_micspics01025.jpg
hope this makes sense !

If you have your images hosted at a site like photobucket.com or another web hosting service you can simply include the URL address of the image in your post, surrounded by the following image tags [IMG] xxxxxxxxx [/IMG].
Simply insert the tags
directly before and after the picture's url link to make the image directly viewable within the post, like this ...
EXAMPLE ....
[IMG]http://photos.imageevent.com/badgerdog/generalstorage/piclinks/small/2005%2008%2005%20034%20_Medium_.jpg[/IMG]
... and here's what appears on our site, based upon an example picture shown here that happens to be stored on ImageEvent, although it could just as easily be PhotoBucket's site.

If you look at any of your pictures on PhotoBucket's site, you'll even see the full IMG link code they provide for you for that given pics, to simply cut-n-paste it to any vBulletin based web site such as ours.
Regards,
Badger
