Probably the previous owner removed the safety to fit a target sight and never refitted it. If you know what to look for, it is probably around the house somewhere. The late safeties are rather unique in the large size of the relief hole in the center of the 'knob', and the precisely cut 'finger grooves'. The black paint might help pinpoint it as well.
