Probably linseed oil
. According to "The Type 38" by Francis Allan linseed oil
was used on early Type 38 rifle wood. Urushi was used on late Type 38 and all Type 99 wood. Since the Type 30 is older than the Type 38, and since linseed oil was a widely-used military stock finish it is logical that it would have linseed oil as a finish.
