    It's not unusual for the front sight to look like it is leaning on way or the other. All of mine do. That is one of the reasons that the adjustable sights are nice to have. If it bothers you to have the rear sight adjusted so far you can always try and drift the assembly on the receiver to get it closer to the center. Just be careful if it is staked heavily. As for the height of the front sight, I'm thinking it is too tall. If it is too tall it will shoot low, therefore you have to adjust your rear sight to a higher level to compensate for it. Yours looks like it has never been filed down, so it probably is too tall.
