Unfortunately, BATFE Imports Branch won't approve the L96A1 for import to the USA because it's not a curio and relic. Military firearms can only be approved for civilian use if they're on the U.S. C&R list. Maybe they'll approve them as C&R's in another 25 years since they have to be 50 years old.

If they are ever surplus to requirements, they will be destroyed by mutilation, as per the various international agreements on this subject.

Pete,
Apart from the flash hider, lack of iron sights, serial number and lack of NSN engraving on the receiver, are there any other physical differences apart from the original owners?

Apart from all those things, they're the same. The lack of iron sights shouldn't be a problem as such. In UK Military service it was left fixed to the rifle to use as a back-up sight in much the same way as the iron sight remained on the No4T.
I only ever saw a couple of Police 'L96's' as their needs were too specialised for us. I never quite got to the technicalities of the swirly type whatever it was called. I know that it was screwed on to the barrel with a cack-handed thread and I seem to recall that the standard bladed foresight block wouldn't fit either (might be wrong here.....) because when I needed to fit a standard UK Mil blade foresight to a commercial L96, I had to change the whole barrel - and then couldn't refit the swirly-girly flash enhancer thinggy
