No, RSAF was a government factory dedicated to government projects. The Envoy was the only limited attempt at a civilian commercial product, whilst the Enforcer was a quasi-government project in that the rifles were intended for Police use.

RSAF was in no position to compete with the civilian gun trade, which obviously were able to churn out high-quality sporting goods based on cheap surplus rifles.
