The M-8 was standardized on March 1, 1943. The retaining spring was applied in Novermber, 1943 to both the M-7 and M-8 launchers. So I would think 1943 cartridges should be first year.
I went out looking into the garage this morning and found this Army Service Forces catalog dated August 17, 1944. I aquired it about 25 years ago. It's 8 1/2" x 5 1/2", 28 pages. ORD 9 SNL B-39 It shows the M1, M2, M7, & M8. It also shows Stock No., Drawing No., Nomenclature, etc for each. I thought it was an interesting read, so I made a few "copies" back then.

R in a star. Reliance Machine and Tool.

U (over) S (over) C (over) B (over ) Co is US Cabnet and Bed Company
K ( lighting bolt ) M is Knapp Monarch Company
SR in a dimand ( like a WW2 Ranger's patch ) is Sun Ray

Many do not have one but there is also an M8 marked MLS. It was probably Michael Lima Steel, a company connected with Knapp Monarch. The M7 marked that way is a lot more common.

Early T59E3 Sight Carrying Case
