    I think it's civilian and was never a military item of any kind. Like Peter implies, it has no durability at all.

    I have one too

    See pictures of my cleaning kit - it is also marked KIT CLEANING RIFLES 303 CAL No.1 4 & 5.

    Mine doesn't have the metal bit to hold the brushes and jags but the stiching that has created the smaller loops is a later modification. Does have a military feel to it though. I picked it up at a Militaria Fair about 8 years ago. Never used it in anger but a useful addition to the bag I take to the firing point - in case I need a cleaning rod for a stuck case or whatever (full length rod will be in the car that could be 300 yards away). Obviously more than one of these was made.
