My 1917 vintage DWM P'08 Luger worked perfactly with any and all ammo, including IMI "UZI" carbine ammo and hollow point stuff, EXCEPT for sub-100 gr projectiles. Too short OAL length, I think. But it was the Schmiesser mag that was the secret. Regular mags were much more picky. Hotter ammo did work much more reliably than commercial US fodder with the regular mags, hence the UZI ammo. (Probably over 1000rds of the black and brown tipped UZI stuff through this pistol!) Swapped it off some time back (5-6 years?) and the new owner just won't let it go. (I kept the Schmiesser mag, but he still likes it.)
So, maybe the new Mecgar mag will eliminate the FTFs.

Working now
I made up a batch of ammo using 7.7 grains of AA-7. I also got a new Mec-gar magazine and brought it all to the range. Using this ammo the gun functioned with either magazine. It still did not stay open after the last round, but that is minor and I am not going to worry about it.
Thanks for all your help

If the hold-open functions correctly (you can check on this by opening the toggle action fully with an empty mag fully inserted), either the main spring is too strong, or the ammunition is too weak to fully open the toggle action after the last round has been fired. My re-loaded plinking rounds often fail to hold the action open after the last round, whereas 5 grains always does the job (except in winter when it gets below -10 degrees C.)
In Germany
, Magtech 9mm Luger is often used by gunsmiths as reference ammunition.
PS
I´ve often wondered why the Mecgar mags always seem to work so much better than the WWII or East German expensively extruded and milled type.
