I would guess a thread protector for suppressor threads. I you loosen up the rear lock nut and tightening nut , aligning the cut-outs with the front sight , the assembly will slide off. I'll bet you'll find threads on the barrel underneath.

I might know what that is, Back in the late 1970's and early 80's there was a company that sold a item much like that, it was for putting a 2 leter bottle on the end of a gun, making a ONE SHOT supressor. you wold have to replace the bottel after each shot as the bottom blew out. I actually heard that they worked. check it by trying to thread a plastic bottle on the end with the mouth fitting inside of the recess. it should screw in, if it does, then you know what you have .

Ah yes , the ol' two liter bottle slipped onto the flash hider of an AR-15 and hosed clamped in place trick. Didn't seem to muffle much , but the muzzel flash sure did melt the plastic which ran down inside the birdcage welding the bottle top to the rifle in one shot............or so I've been told ;>O .

Yes, that is what it looks like to me. A guy near here makes them for his and his buddy's .22 rifles used in competition.

Definitely not for a 2 litre bottle. There is a threaded nipple that sticks our of the front of the device. The knurled knob protects the threads.
