I am guessing that the rod is the phosphate finished steel rod with the round loop at the top. The O'HARE marking should be at the top of the loop, and came in two sizes. I believe the small marking is the earlier marking. I also have a brass WWI type rod with the O'HARE, but have never seen another.
Forgot to add, but the rod is U.S.

That is the correct type rod for the WWII cleaning kits which contained 10 of the rods. Here is a picture of the three variations of the O'Hare cleaning rods.
