It can't be a seven-digit number. Seven digits (i.e. above the 1 million mark) weren't reached until about August 1918. And that disguised number starts with a 31. The symmetry of the markrings also indicates that the full number is 31xxx. Which dates the receiver to around 9-17 according to the list in Ferris.
