Nothing odd about it at all; the CMP is a quasi-government corporation established by Congress in 1903 to provide arms & ammunitions to citizens. The Army supplies the arms & the CMP sells to qualified citizens. Go to the CMP Eligibility Requirements page Eligibility Requirements and start the process.
