My understanding is that the U.S. issued Colt Hammerless .380 and .32 pistols to General Officers and to some bomber aircrew. The aircrew received them because .45 Colts were in short supply early on and their need for a sidearm wasn't as pressing as say paratroopers'.
Added thought: The U.S. O.S.S. also issued the Colts in both calibres. I don't know if those were marked 'US PROPERTY'.
