I think it'd be fair to say in the politest possible way that they are about as real as a 9 dollar note!

Here's another thread with similar pads displayed in a couple of "less greasy" photos, courtesy of read6737:

I'm pretty sure JM is right. Many years ago I bought several barrelled actions bearing these pads. They came out of Parker Hale's basement 'tunnel' & the story was that they'd come in from Israel & were examples of No 4 T's the Israeli's had set up themselves. The receivers on mine bore Istraeli acceptance marks so it all seemed to fit. I no longer have any, but they crop up from time to time. I think we have had a number of threads dealing with the scopes they also made for these rifles.....

I thought that too DRP but didn't the Israeli rifles/pads have a couple of top-down accurate locating pins for the front pad which don't seem to be visible on these. Just my 2c.s worth

There are two small pin holes on the rear, but none on the front.

'Fraid it's a long time ago now PL & I can't honestly remember for sure on all of them, but the one I completed & let our late mutual Kiwi friend have didn't so far as I can recall. Maybe the pins were a production mod in the light of experience???

Searching forums and the net, the Israeli explanation seems to ring true. They may not be Genuine

pads but they may still be Kosher.

So now to find an israeli sniper rifle.
