It won't be a service property mark. Probably a retailer called 'Essex' - wasn't there a 'Sussex' mark like this reported in Canada
some while back?

Peddled scheme rifle?
Looks like a 'peddled' rifle - does it have SSA or NRF on top of the butt socket on the left hand side?

Yes it has SSA Read an older post with regard to Peddled Scheme. Good information on some of the manufacturing systems in place at the time.

Not sure about the Essex mark, but I have one with the same FTR mark & date which has a Suncorited Finish, probably FTR'd by BSA for a Private Contract.

I've just come across a reference to 'ESSEX Tradename used by J. Stevens Arms Company'
So could J Stevens Arms Company have imported your rifle?
