The modern repro's might be gas filled but the originals weren't to my knowledge. I've had the lens cells out of mine for cleaning and saw no sign of any kind of seal that would keep the gas from escaping. I've had no issues with fogging in cold weather.
If the range and deflection drums are stiff I wouldn't recommend forcing them to turn, it could result in serious damage to the internals.
