The 9 digit number is someone's social insurance number. People used to think it was a good way to prove it was their rifle. Never mind writing the rifle's serial number down... Your rifle has been completely sporterized by a gunsmith or a business that specialized in that sort of thing. They cut the barrels off and marked them as such. Parker Hale did them, Sportco, Sears, B.S.A., Eatons...on and on. If you take it to your local gun shop, they'll have a list of the mounts and rings...and they'll do it for you.
