Fire-forming new (unfired) brass with the case head held tight against the bolt face will give you cartridge cases that headspace on the case shoulder. If you thereafter neck size only, those cases will last for many reloadings provided you don't hot-rod them too much. No more worries about thin rims!
To fire form new brass I simply seat a hard-cast bullet out far enough to give resistance on closing the bolt. 16 grains of Alliant 2400 or 10 grains of Unique will form cases perfectly. Don't worry too much about case length. Most Lee Enfield chambers are reamed on the long side. A chamber cast will tell you a lot about what case lengths will work.
