It was Proofed in Birmingham at some point post-1954. (Picture six has the Bingham date code in the crossed sceptres.)

I have seen one of these with English Proofs before. It also had Britishicon Government marks leading me to speculate that it had been captured during the Anglo-Soviet invasion of Iran in 1941.
