Hollow punches are available in about any size you'd like. You could also make it yourself from standard or special tube, by just sharpening the tube. One time use, would be cheaper that way...

True, I have a cheap set and I would bet they make sets with even smaller sizes. For my foot gasket I used a compass circle cutter. Funny, used one kind of compass to make something for another kind of compass.
