When I was doing LEO work in NYC in the 1970's I was frankly surprised at the number of New Yorkers who did in fact have permits and that was in the city. It was harder to get a permit in NYC than out of the metro area but still I ran into permit holders frequently, especially in the jewelry and garment districts. I had one NYC cop tell me that periodically the city would decide there were too many permits out there and the city would call a bunch of them in.
I ran into a couple of folks that I'm pretty sure were organized crime types who did in fact have permits.
As was mentioned above, so much in the permit system in New York depends on how friendly the issuing authority is where one lives. New York City is far and away the least "friendly."
As far as the time it took several months to jump through the hoops to get my CCL here in Texas and this is one of the most gun friendly places on the planet. Waiting time now is 60-180 days after the DPS recieves the application. That obviously dosen't include the time it takes to schedule and take the mandatory class.Information
