Well sir, looks like you may be bang-on. Thanks to you, I did a "googled" "Canadian Mounted Rifles," and came up with a picture and background of much similar "bandolier" (The Bandolier of F Warren (SH), S Burnett (CMR, II CMR) - 1900 - 1902 - Tech of War 11) As you can see from my photos, my belt does not have the flaps. Looking at the backside, the leather is discolored evenly to about 1/2 down from the top edge, and there are "extra" holes suggesting that there may well have been a flap that covered the bullets, but it was removed. Otherwise, this is a spitting image of the item pictured on the site.

To boot, the site is for Anglo-Boer War Museum, so I can do further follow-up with them. I'll post the results later on this site.
