That's a spot weld that's been added...another of the European mods I'd guess...?

Correct. I asked a friend and he said it's a bolt modified in Germany
. It a small cut is made into the receiver to accept that nutch. This is done in order to have parts of civilian firearms different from military ones.

It seems the job has been done in the opposite way: the notch should be welded on the receiver and not to the bolt so to prevent to use military bolts on civilian rifles.
