They always replaced the bolt when they de-snipered them. You definitely have an ex sniper rifle that has been returned to original configuration after they no longer felt they needed all the sniper rifles.

Thanks for the info.
This one is a real sweet shooter. It took some time to remove all the cosmoline
.
After I stripped, cleaned and polished then reassembled the bolt parts, I reamed the chamber out with a drill with .20GA brush, lacquer thinner, then polished with jewelers rouge.
No more "sticky bolt syndrome".

What you have is consistent with the ex-sniper rifles that have almost flooded Canada
over the last few years and I support Aragorn's assessment.
I have a "beater" $130 91/30 that I did a full polish on all of the bolt bearing parts and chamber, now it is a slick cycling rifle. It's no Lee action but compared to the refurbished 4 slaps bolt (slap open, slap rear, slap forward, and slap closed) it is a nice cycling rifle.

Yeah, wish I had known about the "sticky bolt" solution 25 years ago!
I sent several SAKO M39's and some Russian
M38/44's "on down the line" due to comparison of the actions vs Mausers, Enfields.
Hindsight...
