I'd be interested in what other people say, as I've been looking at some various scout mounts for my Yugoicon project though I have no need to keep that original and am researching just mounting a piece of rail right to the sight block.

I will say that just looking at this mount I am concerned by the number it pieces that go into it, the more pieces you have to put together the harder it is to get them to fit tightly and stay in one place. My two chief concerns are that you mount it to a recoil lug and the fact the rail is not part of the mount itself. That said I'd be interested in hearing how it actually works in practice.
