I am unable to create a thread for a discussion. is the upgrade affecting the ability to create a thread?

There are many threads created by members since the time of your post, so that's not a problem. Obviously, since you replied and created a post in this thread successfully, that can't be your issue. Without clearer information as to exactly what you're trying to do, I'm afraid I can't help you much.

However, I suspect your issue is that your are attempting to respond to or create a thread in a forum that is set to Read Only status.

Some new members fail to read the "stickies" or headers in forums that are usually labeled Read Me First

For example, if you're trying to use the Quartermaster Stores classifieds ad area, there's a link at the top of the forum that says....

**** How to Use Classifieds System - PLEASE READ FIRST ! ****

Check the "stickies" for the forum you're attempting to create a thread in and see if that solves your problem.
