I think the respective air forces do, but as ever, the production was based on Political directives to secure project share. The reality is they have both ordered numbers they simply can't finance (without a serious increase in spending), so the possibility of picking up some bargains is a real one as they are contractually tied to the ordered airframes.

The governments tend to buy in advance in the hope they can sell in the future. That's why the RAF are now stuck with a lot of T3 typhoons! The T1 Typhoons are now ready to RTP, we released ZJ815 back to BAe for salvage. No body wants or can afford them!
