No, that's a weak solution of bluing salts. I've seen lots. There's also likely a high nickle content which can also turn it a purple color. It's evident in the picture. Also evident is the polishing wheel work. It's not rust.

No easy way to say this but to just drop in on you... YOU COULD'T BE MORE INCORRECT
That Receiver is currently up to $92.00 plus $20 shipping along with any FFL Transfer cost. 
As I type this, time remaining 21Hrs .
Maybe someone plans to squeeze it in a vice to get it straight and believes the hype that 'Gorilla Glue' can fix anything.

I don't know why someone would pay that for a useless item. Then again my paperweight is machine stamped. I doubt anyone looking at it will know what it is.
