Looks like they're watching a fight in the distance...wonder if they're 1SSF again? Looks like the one seated member has a unit flash sewn onto his coat sleeve...sensors missed. It does look like they're sitting at seaside though, same member has a weapon in bag, to ensure freshness...

As you have already mentioned that they appear to be on a beach and the rounded rocks also indicate that .... but where? Anzio was a sandy beach and the weather was warm. These guys are dressed for the cold.
Sooo..... if they are 1st SSF and that is a beach then my vote would be for Kiska Island in the Aleutians.
