If I slowed down with the three finger typing I might hit the correct keys.
Intra Company Tool. Something made only for use in that company to complete a function. Not designed for resale. It is still at my uncles house. I'll call my cousin for another picture.

"...slowed down with..." Doesn't help. If I didn't proof read everything I'd have to yell at myself about spelling. Been saying "I'm a technician. I don't need to know how to type." for 20 years or more. snicker.

Looks like a handsaw tooth set to me
When looking at Jim's pictures:
At first I thought so also: Saw set pliers.
But then got to thinking maybe modified to use as a Sheet Metal Flange tool.. also?.....
...... Because of the top adapter.
Did a bit of reading about Saw Sets, nearly a 1,000 patents from the mid-1800's in to the late 1920's...... IIRC.
I believe with the different size saw teeth, Jim's looks to be adjustable for them.
I'll stick with Saw Set Pliers, which may be maker marked in between the handles..... maybe made by Diston.

The link was really helpful. Shows how many different versions were around. I'll have my cousin look inside the handles. He is more a garden then mechanical guy.
